A — ACCESSIBILITY: INSURANCE WITHOUT BARRIERS

Sign up without a smartphone, without visiting a branch, and without a bank account

● USSD channel (*XXX#): sign up in under 3 minutes from any mobile phone, even a basic push-button phone, without an internet connection, in French and Lingala.

● Payment via Mobile Money (Airtel Money, M-Pesa, Orange Money): no bank account required. The payment is deducted directly from the mobile credit or mobile wallet.

● Web/mobile app for agents and brokers: intuitive interface enabling subscription, policy issuance and real-time customer tracking in the field.

● Open APIs for partners (microfinance institutions, cooperatives, employers): integration of insurance into existing offerings (embedded insurance).

B — RESPONDING TO EMERGING RISKS

A strategy built on current African dynamics

● Explosive growth of mobile money in the DRC: over 40 million active accounts (Airtel Money, M-Pesa, Orange Money), with A-SureCover natively integrated into this ecosystem.

● Digitalisation of the informal economy: self-employed workers, traders and small business owners — hitherto excluded from formal insurance — are A-SureCover’s primary target audience.

● Risk of systemic underinsurance: without cover, an accident or death can plunge a family into poverty. A-SureCover addresses this social risk on a mass scale.

● ARCA (Insurance Regulation and Control Authority, DRC) regulatory compliance: the platform complies with the reporting, premium management and traceability requirements imposed by the Congolese regulator.

C — TECHNOLOGICAL CHOICE: AFRICAN BY DESIGN

An architecture designed for the real constraints of the market

● Offline-first architecture: the platform operates with a poor or intermittent connection; data is synchronised as soon as the network is available.

● Native USSD with no app to download: zero friction for the end user, no smartphone required, no storage space used.

● ‘Smart Sales Copilot’ AI agent (ATS): real-time lead scoring, recommendations for suitable products, automatic document validation and intelligent contract generation.

● ISO 27001 security: Activa RDC is ISO 27001 certified; customer data is encrypted, tracked and hosted in compliance with local data sovereignty regulations.

● API interoperability: direct connection to the ABS (Activa Business Suite) core system for end-to-end management without re-entry, from policy issuance to claims.

D — DEVELOPMENT STRATEGY

A replicable model across the continent

● Phase 1 (Feb. 2026): Launch in Kinshasa and major cities, USSD + Mobile Money products.

● Phase 2 (H2 2026): Expansion to secondary cities via partnerships with telecom operators (Airtel, Orange, Vodacom Congo).

● Phase 3 (2027): Insurance integrated into the offerings of microfinance institutions and rural cooperatives, target: 50,000 additional policyholders.

● Pan-African replicability: A-SureCover is already deployed in other subsidiaries of the Activa Group (Ivory Coast, Guinea, Cameroon), with the DRC model serving as a benchmark for markets with low levels of banking penetration.
